Bill Rogers, Board Chair Bill Rogers was born and raised in Grant County, New Mexico. He is married with two children and has two grandchildren. Mr. Rogers obtained a BA degree in Zoology, Chemistry, and Botany along with a MA degree in Zoology and a second MA in Public Administration. He taught in the Public Schools and was in administration for 31 years prior to his retirement. Mr. Rogers has also worked for the Untied States Forrest Service and the New Mexico Department of Game and Fish Endangered Species Program. He has served on the Hidalgo Medical Services Board of Directors for eight years and is currently serving as the HMS Board Chair. In addition he is in his second term as board member of The Learning Center for Dyslexia and Academic Success which trains teachers and provides tutoring for children with dyslexia and other learning disabilities.
Kim Garrison, Board Treasurer Kim Garrison currently serves as the Board Treasurer on the Board of Directors for Hidalgo Medical Services (HMS). Ms. Garrison joined the Western Bank Team in January, 2003 and is currently the Chief Financial Officer. She has over 30 years experience in banking, BBA in Accounting, and is a Certified Public Accountant. In addition to Ms. Garrison's service on the HMS Board of Directors she also serves on the Advisory Board for the WNMU School of Business Administration and Economics. She and her husband Stan have been married 33 years and and blessed with two children, both of whom are currently attending college.
Michael R Martin Michael Martin's family history in New Mexico dates back to 1884 when his great, great grandfather moved to New Mexico from Texas to raise cattle on a ranch on the New Mexico, Arizona border. in 1987, he graduated from Texas A & M University with a degree in Agricultural Economics. In 1999, Mr. Martin moved his family to New Mexico to run a locally owned community bank headquartered in Lordsburg, NM. He currently serves as the CEO and President of Western Bank. In 2001, Mr. Martin earned his professional Masters of Banking from Louisiana State University. Throughout his career, he has also volunteered to serve in numerous economic development, education, and healthcare organizations in both Texas and New Mexico. Mr. Martin previously served as the Finance Chair for the New Mexico Commission on Higher Education and currently serves on the boards of Hidalgo Medical Services and the Independent Community Bankers of New Mexico.
Elizabeth Escobar Elizabeth Escobar currently serves as a member of the Hidalgo Medical Services (HMS) Board. She was the seventh child of Elias and Ramona Gomez, born and raised in Rodeo, New Mexico. She married Ramon Escobar on February 6, 1965 and they have been married for 48 years. They are the parents of three sons, Michael Christopher, Adam Ray, and Jeremy Scott and have seven grandchildren and seven great grandchildren. Ms. Escobar along with her husband are very active in the community, church, and Hidalgo County. They enjoy fishing, camping and the beautiful outdoors in the wonderful state of New Mexico. She retired from working for the Coronado National Forrest Service six years ago. Ms. Escobar was named as an HMS Board in November 2011 and so far has enjoyed serving with the other HMS Board members. Her wish is to make a difference and help the communities in Grant and Hidalgo Counties.
